About Rwanda E-Invoicing

Rwanda operates a mandatory certified e-invoicing system through Electronic Billing Machines (EBMs), managed by the Rwanda Revenue Authority (RRA). The mandate covers both VAT-registered taxpayers (since 2013) and, since 2021, non-VAT traders. Accepted EBMs include: Sales Data Controller (SDC) — approved integrated apps embedded in taxpayer accounting software that transmit invoices via the internet; and Virtual Sales Data Controller (VSDC) — apps that handle invoice registration without internet connectivity (for offline contexts). The system focuses on gradual enhancement, incremental updates to EBM technology and increased platform stability rather than scope expansion. Each invoice carries a digital signature and machine-validated identifier.
